In the middle lane of the freeway yesterday I was behind a car that had its left turn blinker on for miles…when I had a chance I switched to the fast lane but stayed behind the car’s rear afraid it would decide to finally turn into the fast lane…
If YOU decided to pass but stayed side by side with it, is there a hand signal you could give making the driver aware that the turn signal is on?
(Flipping the driver off is not nice)

I don't think there is...they just need to hear the clicking on their own!
I get in front of them and turn my blinker on. Eventually they figure it out. Flipping off was my first choice.
